Add model card and metadata

Hi, I'm Niels, part of the community science team at Hugging Face. I'm opening this PR to improve the documentation of ShadowPEFT. This PR adds metadata (pipeline tag and library name) to the model card, along with a description of the framework, links to the paper and code, and a quick-start code snippet from the official repository.
